The STOPS program collects research from officers injured or killed in the line of duty, then builds the strategies and tactics that counter those assaults. Vehicle stops are broken into 12 ambush zones, divided into low-risk, unknown-risk, and high-risk — each with pre-planned options to minimize the chances of being assaulted by accidental or felonious means.
